The Commission approved the reliability standard in the final order, subject to annual reporting and a compliance filing due within 90 days. The utility's compliance filing is on the docket, but its reliability indices were not calculated under the methodology the order requires.

Finding: compliance filing deficient — reliability indices do not adhere to the IEEE Std 1366 calculation methodology required by the order.

About

What MEAI is

MEAI (MAXeta Energy Artificial Intelligence) is an Expert Agent tool that uses artificial intelligence to deliver curated research and analysis in the utility regulatory space — going well beyond asking a general-purpose chatbot a question.

MEAI is different from agents built on general-purpose chatbot AI. Those agents rely on searching the open internet and return whatever ranks. MEAI instead works from a knowledge base of filed material from state public utility commissions and federal regulatory agencies — orders, rate filings, testimony, tariffs, and dockets. That knowledge base is curated by seasoned professionals in the energy space and is constantly updated, so access to the latest information is seamless. Every answer cites the filing it draws from, so you can verify it at the source.

Why MEAI

MEAI vs. a general-purpose chatbot

Same question. Very different answers.

Knowledge source

MEAI: A curated knowledge base built and maintained by seasoned energy regulatory professionals.

General AI chatbot: Searches the open internet and returns whatever ranks.

Expert accountability

MEAI: Seasoned practitioners train MEAI to reason the way an experienced regulatory professional does — what a filing actually says, what the commission ordered, and what the record supports.

General AI chatbot: No expert training — its reasoning is whatever the model picked up from the open internet.

Primary sources

MEAI: Filed material from state public utility commissions and federal agencies — orders, rate filings, testimony, tariffs, and dockets.

General AI chatbot: Mostly secondary summaries, news, and blog posts.

Currency

MEAI: Constantly updated, so the latest filings are available without digging through commission e-docket systems.

General AI chatbot: Training cutoffs and inconsistent web results.

Verifiability

MEAI: Every answer cites the underlying filing.

General AI chatbot: Citations may be missing, wrong, or invented.

Data confidentiality

MEAI: Your documents and questions stay in a private, access-controlled environment and are never used to train public models.

General AI chatbot: Prompts and uploads may be retained and used to train the vendor's models.

From record to work product

MEAI: Reads the record's lifecycle — what was requested versus what was ordered — analyzes your authorized client documents against it, and drafts the deliverable: memoranda, compliance filings, testimony outlines.

General AI chatbot: Conflates a proposal with an approved decision, and stops at a chat answer.

Domain focus

MEAI: Purpose-built agents per commission and proceeding type — rate cases, reliability, RPS, restructuring.

General AI chatbot: One generic assistant for everything.

A complete workspace

MEAI: Every agent comes with a governed workspace — team dashboard with seats and usage, document generation, a phone line that answers calls, and API and MCP access from ChatGPT, Claude, or your IDE.

General AI chatbot: A single chat thread — no shared team workspace, no document studio, no phone presence.

Plain-language questions

MEAI: Ask the way you would ask a colleague; the agent already knows the docket.

General AI chatbot: Results depend on how well you prompt and what the search happens to find.

Models and continuity

MEAI: Runs on the latest frontier models — Claude Fable or Grok — and your history carries forward when the engine changes.

General AI chatbot: Tied to a single vendor's model.

Built for utilities, counsel, intervenors, analysts, and commission staff who need answers they can verify.
The people who train MEAI

Trained to reason well by the people who know this space best

MEAI's knowledge base is not a web crawl, and its reasoning is not left to chance. The professionals behind MEAI have spent their careers inside state commissions, federal agencies, and the research institutions that support them. They assemble the source material and train MEAI to reason through it the way they would — weighing what a filing says, what was ordered, and what the record supports.

Security and Privacy

A governed platform for client work

MEAI is built on two audited layers — the Chat.co platform that hosts your workspace and documents, and AWS Bedrock, which performs the AI processing.

  • Platform: MEAI is delivered on Chat.co, an ISO/IEC 27001:2022-certified platform (Cert. GCAI-ISMS-LM73); SOC 2 Type II audit in progress.
  • AI processing: Model inference runs on Amazon Web Services (AWS) Bedrock with zero data retention — your prompts and outputs are never used to train the model providers' models.
  • Encrypted in transit and at rest (TLS 1.2+, AES-256).
  • Client documents are tenant-isolated and never join another customer's corpus.
  • Role-based access, SSO and domain controls, and security logging.

AI processing performed on Amazon Bedrock with zero data retention.

Models

The latest models, without losing your work

MEAI runs on the latest frontier models — Claude Fable or Grok — and is built so the engine can change as models advance. When it does, your conversations, research threads, and history carry forward. No starting over, no re-uploading.
